Begishevo International Airport, the air gateway of the whole Zakamye Region (Tatarstan Republic), proclaims the “open sky” policy.
OJSC KAMAZ and OJSC Holding Company Ak Bars declare that the policy of “open sky” means equality of all airlines without exception, including foreign ones, irrespective of a form of property, belonging and airports of location, before BEGISHEVO International Airport. But in reality this is an official statement of the existent state of affairs and an actual spread of the current practice on all potential partners of OJSC BEGISHEVO AIRPORT. The airport offers high-class ground maintenance to aircrafts and services to clients of all airlines, pursues a unified tariff policy and guarantees free access to information about services, the order of their performance, tariffs and dues. From June 2008 OJSC KAMAZ is the main stockholder of OJSC AIRPORT BEGISHEVO. In a period from 2008 to 2009 investments were made in capital and ground-support equipment renewals which allowed BEGISHEVO airport to receive class 1-2 foreign aircrafts.
To date Begishevo is the only international airport of Zakamye and its industrial towns: Naberezhnye Chelny, Nizhnekamsk, Zainsk, Yelabuga, Mendeleevsk, and Menzelinsk with population of about 1.35 million people and Gross Regional Product of more than half of Tatarstan’s GRP.
In March 1998 the enterprise received an international status. To date aircrafts of the airport’s 6 partners regularly fly from BEGISHEVO airport. The aircrafts of Tatarstan, Ak Bars Aero, UTair, and Avianova airlines get their passengers to all largest airports of Moscow, and also to St. Petersburg, Sochi and other cities of Russia. Charter flights to the largest international airports of the whole world are also organized. Orenburg Airlines and Red Wings companies basically serve international directions of passenger transportation via BEGISHEVO airport – for example, to resort towns Taba, Sharm el-Sheikh, Antalya, etc.
During the operation of BEGISHEVO airport as an independent enterprise its economic performance noticeably improved. Last year – in 2009 – its total passenger traffic increased by 8.2% against 2008, and for the first half-year of 2010 it grew by 76.5% compared with the same period in 2009. The year of 2009 was especially successful for the cooperation. KAMAZ realized 2505 KAMAZ trucks and 2195 trailers via Rosagroleasing with prepayment of 5 billion roubles. In fact, this is 10 percent of last year’s total output of KAMAZ vehicles. In all, during the whole period of cooperation with Rosagroleasing, 11238 units of automotive equipment – 7165 trucks and 4073 trailers were sold.
The eight-year practice of KAMAZ’s and Rosagroleasing’s cooperation indicated that in Russia cooperation of machine builders with large centralized and specialized state companies is the most optimal form of promotion of automotive and agricultural equipment in the agricultural complex.

On Leave in August
For a period from 2 to 27 August the majority of OJSC KAMAZ’s employees will go on annual corporative paid leave.
The decision about it was made by OJSC KAMAZ’s management jointly with the trade-union committee as far back as last year. According to Yury Klochkov, First Deputy Director General and CEO of OJSC KAMAZ, the European auto producers normally use this practice enabling to considerably cut costs: as utilities are not used, sizable means are saved. Besides, there is no need for the KAMAZ workers to combine jobs and work for those on leave. But not all employees will be on holiday: a part of the personnel – a sale service, maintenance personnel, and some other categories of employees – will work all the same.
Suspension of production will be used for repair and modernization of equipment which usually operates round-the-clock.

Preparing Memorandum of Cooperation
Today a working meeting of representatives of nonprofit organizations – the Association of Russian Automakers (OAR) and the Association of European Businesses (AEB) – took place in Moscow where they discussed the text of the Memorandum of Cooperation and the further lines of cooperation of the Russian and foreign automobile manufacturers. The delegation was headed by Sergey Kogoghin, Chairman of the OAR’s Board, Director General of OJSC KAMAZ on the Russian part, and by Dr. Frank Schauff, CEO of the AEB in the RF on the AEB’s part.
Preparation for this meeting started from Dr. Frank Schauff’s and Sergey Kogoghin’s private conversation at the International Forum “Engineering Technologies 2010” held from June 30, 2010 to July 4, 2010.
Mutually considering it necessary to broaden the EU and RF automakers’ cooperation in the sphere of mechanical engineering, the parties determined the organizations’ main areas of cooperation. They include organization and holding of vehicle shows, joint events to improve the quality of automobile fuel in the Russian market.
Under the draft, the parties are to exchange data of statistics, vehicle production and sales in the RF and the EU. The parties expressed their interest in preparation of suggestions to the Russian Government concerning import of vehicles to the country and a customs and tariff policy. Special attention was paid to the issues of development of technical regulations concerning the RF requirements to wheeled vehicles and vehicle components harmonized with the EU directives and introduction of ISO/TU 16949-2002 standards at enterprises of the domestic automobile industry.
The document doesn’t provide for the parties’ financial obligations, but it doesn’t belittle its importance: to date the Association of Russian Automakers includes a number of foreign automobile producers, such as General Motors, Renault, and Volvo. Therefore the Memorandum of Cooperation which the participants of the meeting plan to sign already in August at the Moscow international Motor Show (August 27, 2010 – September 5, 2010) is an important stage in the development of the home automobile industry and in the process of its integration into the international business relations system.

KAMAZ’s Representative Office in Ukraine Celebrates its Anniversary with Sales Growth
Three years ago KAMAZ opened its trade office in Ukraine. These three years were difficult, but the Ukrainian sales and service network of OJSC KAMAZ celebrates its anniversary in 2010 confidently facing the future.
To date OJSC KAMAZ has got not only its trade office in Ukraine. The Russian corporation adopted a new scheme of production delivery to this country: via an official importer. A decision to establish the single importing company was announced at OJSC KAMAZ’s official dealers’ meeting which took place on April 28, 2010 in Kiev. KAMAZ’s strategy in the Ukrainian market included development of Chernigovsky Automobile Center KAMAZ on the basis of which it was decided to establish KAMAZ’s Trade Company – OJSC KAMAZ’s subsidiary. The whole KAMAZ trade and service network in Ukraine includes 9 dealer organizations and 10 authorized service centers.
The consequences of the global financial crisis adversely affected OJSC KAMAZ’s clients’ and the Ukrainian customers’ purchasing power. However, specialists of the trade and service network managed to turn developments of the last two years to their own, KAMAZ’s and KAMAZ’s customers’ advantage working in close cooperation with the management of the main office.
According to the data of AUTO-Consulting Information Analysis Group, in the first half-year 2010 the share of KAMAZ’s production made 31% in the Ukrainian market in the segment of trucks with payload of over 16t. More often such equipment is used in the agrarian sector strategically important for the Ukrainian economy. There are “stars” and “outsiders” among vehicles in this area. To the former belong KAMAZ vehicles the most popular of which is KAMAZ-45143. This model alone takes 13.2% of the Ukrainian market of trucks with payload of over 16t!
KAMAZ’s production takes a bit smaller volume in the market of trucks with payload of 8-16t: in the first half-year it formed 17.2%. There is something to be proud of though: its increase made up 8% in comparison with the first half-year of 2009.

KAMAZ-master Team’s New “Weapon”
From this autumn the KAMAZ-master team will compete on trucks of a new construction in international rallies.
Within 9 months the designers of the team developed and made the new race car. Currently the new “weapon” of the KAMAZ-master team is being thoroughly tested before the “Silk Way” rally.
The new race car was presented on the team’s proving ground in the settlement of Tarlovka not far from Naberezhnye Chelny. The main kinds of obstacles which the KAMAZ race car will have to bridge in the course of the rally are simulated on the track 17 kilometers long.
Vladimir Chaguin, the team’s legendary pilot noted that creating the new vehicle the constructors had mainly tried to reduce its weight so long as a power force component of the vehicle had been perfect and effective enough.
One can easily notice the design changes of the KAMAZ sport car immediately. The designers moved the cab backwards as much as it was possible taking into account technical requirements. They even had to remove a footstep for the pilots. The platform of the vehicle is lower than before, and the body geometry was changed in order to improve its aerodynamic qualities. The road weight of the vehicle is 9.3 tonnes, the engine power of 850 hp enables to speed up the vehicle to 100 km/h for 9.8 seconds, and the maximum speed is 196 kilometers an hour.
The “Silk Way” rally raid will be held from 11 to 18 September 2010 on the route St. Petersburg – Sochi. The KAMAZ-master team is supposed to send its 7-8 crews to the rally. Seven of them will be headed by Vladimir Chaguin, Firdaus Kabirov, Ilghizar Mardeev, his son Ayrat Mardeev, Eduard Nikolaev, Andrey Karginov and television anchorman Andrey Leontyev. If Tatarstan’s President Rustam Minnikhanov has time and an opportunity to take a leave and participate in the rally, the eighth crew will be headed exactly by him. The head of the republic haven’t finally confirmed his participation in the rally so far.

Double Anniversary with Victory
Having bridged over the difficulties of a global financial crisis KAMAZ-Engineering JSC, KAMAZ’s associated company in Kazakhstan, increases its vehicle production by 250% in comparison with 2009 and prepares to celebrate the fifth year from the day of establishment producing the jubilee five-thousandth vehicle.
The last two years became a severe test for KAMAZ-Engineering JSC: a building boom in the middle of the first decade in the Republic of Kazakhstan gave way to the dire financial crisis. Overstocking of finished stores became the cardinal problem for the new enterprise. Facing this challenge in 2008-2009 many large-scale enterprises found themselves in a sad state, and they haven’t managed to restore production up till now. The management of KAMAZ-Engineering stood this test with credit.
A crisis management program jointly developed by the JV’s specialists and their colleagues from OJSC KAMAZ was implemented already in the first months of the crisis. In the first crisis year they had to focus on clearance sales to the detriment of production, to take a number of other unpopular measures, for instance, to optimize the number of employees and to introduce the policy of strict austerity. It was efficient: already in 2009 the vehicle production of KAMAZ-Engineering JSC again started increasing.
The current year can by right be named the triumph of the enterprise. KAMAZ vehicles production increased by 250% as compared with last year, the construction of vehicles delivered to the Republic of Kazakhstan according to the state order was partially modernized, and facilities of the enterprise were kept running at full capacity.
To date KAMAZ-Engineering JSC is one of the most technologically equipped and modernized enterprises of Kazakhstan. It puts out six KAMAZ models: KAMAZ-65115, KAMAZ-55111, KAMAZ-45142, KAMAZ-45143, KAMAZ-6520 dumper and KAMAZ-54115 truck tractor.
The enterprise uses a quality management system corresponding to ISO 9001 international standard. Modern inspection, diagnostic and processing equipment is used for production. The KAMAZ vehicles assembled in Kazakhstan operate on many important project sites of the republic, including thoroughfare construction projects. The enterprise is one of the most important taxpayers. From the commencement of the project it transferred over 1.5 billion tenges to budgets at all levels.
By its example KAMAZ-Engineering proved not only that KAMAZ production is competitive and customer focused, but also that there is an opportunity of active development even under the most difficult economic conditions. To date this successful, dynamically developing enterprise is an example of brilliant integration of the Russian and Kazakhstan businesses, technological and financial cooperation of the neighboring states on the foundation of which a new system of productive and mutually advantageous international cooperation has recently started developing.
REFERENCE:
KAMAZ-Engineering JSC, Kokshetau, Kazakhstan, the subsidiary of OJSC KAMAZ, was established on June 2, 2005. On August 5, 2005 the first vehicle model was assembled, and already on August 19 the first production KAMAZ vehicle came off the conveyor of the new factory. OJSC KAMAZ and National Company Kazakhstan-Engineering JSC acted as the founders of the JV KAMAZ-Engineering JSC. The development of truck assembly in Kokshetau was approved personally by President of the Republic of Kazakhstan Nursultan Nazarbayev who was present at the opening ceremony of the auto assembly plant.

New Quality in New Package
Over 50 names of genuine parts for KAMAZ vehicles and special equipment received a new package protected from unauthorized opening and counterfeiting as much as possible.
The new package of lacquered double-face micro-corrugated cardboard has got a number of features enabling not only to tell KAMAZ’s genuine parts from “grey market” products, but also safely preserve an item during its transportation. There is not only an image of the spare part itself on its package painted in brand colours: grey (background) and dark blue (bottom and logos). KAMAZ’s trade mark and logo are on the top part, company details and addresses are in the center, a works number of the part, its name and a state standard certification mark are on the bottom part.
An accessory factor of counterfeit protection is an original seal of the red security tape. A two-digit prefix and an eight-digit variable number are marked on the tape. After opening, the background of the seal changes its colour from red to pink and becomes dotted with a mark “Opened".
When constructing and producing the new package, the most effective modern technologies for protection of a product from illegal unsealing were used. According to OJSC KAMAZ’s management, these measures will help customers distinguish original details from their “grey” analogues, enable to buy products of high quality, which will undoubtedly help increase the operation life of KAMAZ equipment.
The protective measures taken will help more effectively use the quality management system introduced at KAMAZ enterprises in order to further improve the quality of products and services.

KAMAZ Gas-Powered Vehicles at Innoprom 2010 Exhibition
The Ural International Exhibition and Forum of Industry and Innovations Innoprom 2010 on the stands of which OJSC KAMAZ presented gas-powered vehicles and gas equipment was opened in Yekaterinburg.
Importance attached to promotion and development of domestic gas-fired equipment in Russia is emphasized by the fact that the state’s chief executives Dmitry Medvedev and Vladimir Putin participated in the forum. Director General of OJSC KAMAZ Sergey Kogoghin made a report “OJSC KAMAZ’s Innovation Development Program” for the participants.
KAMAZ presented the audience several specimens of its equipment – two vehicles for communal services on KAMAZ-65115-30 (6x4) gas-powered chassis (BM-53229G-1 rear-tipping garbage truck and KO-505AG vacuum vehicle) and NEFAZ-5299-30-31 (4x2) urban low-entrance three-door bus. All of them are equipped with 260 hp Euro-4 gas engines produced by KAMAZ.
The leader of the Russian truck industry and one of the guarantors of Russia’s transportation security, OJSC KAMAZ has been actively developing a gas-powered vehicle sector in its production and innovation policy for a long time. The company considers (compressed) natural gas an equivalent alternative to diesel fuel, and, in addition, natural gas is economically effective as it is evidently cheaper than traditional fuels. Moreover, development of gas engines of the next stage international emission standards (Euro-4, Euro-5) is achieved by simpler design and technological solutions which also increases competitive advantages of vehicles and buses. Experience of accelerated development of gas-powered vehicles in the EU countries provides convincing proof of it.

“Silk Way” in Russia
Russia’s Prime Minister Vladimir Putin signed an order to hold the Silk Way international rally on the Russian territory.

At the same time when the order was signed in Moscow, a briefing for the Russian rally competitors was held in the course of which the organizers of the rally provided them with more specific information about the route of Silk Way 2010. The group exploring the route worked well so that Silk Way Rally 2010 could stay in participants’ memory for a long time due to its unexpected angles and opening of new regions and landscapes of diverse geographical zones in Russia’s European part. The sportsmen are to receive evidence that, however fantastic it may seem, there is a desert, huge sandy plateaus, the most difficult dunes, endless steppes with the most difficult navigation conditions and serpentine rally roads in Europe too.
The organizers solved important tasks; they planned where to place bivouacs, worked through the issues of cooperation with local authorities, coordinated the work of a flight formation of the rally, developed fuel logistics along the route. The organizers gave serious attention to protection issues as over 100 thousand spectators are expected to be present at some route legs, even in not the most densely populated areas.
Applications for participation in the race are no longer accepted. 70 crews from 28 countries made their applications. “Even an Arab sheikh from the UAE inquired about the conditions of participation in the rally”, Semyon Yakubov said, “In addition to last year’s participants we have new ones.”

By the way, this spring KAMAZ already received high guests from Udmurtia. Then the managers of many industrial enterprises and departments from the neighbouring republic came to familiarize themselves with the ABC of KAMAZ Production system. This visit of the guests from Izhevsk differed from the previous one in its specifics – now they not only saw “how it works” but also tried to understand how the enterprise exactly uses lean production tools in its transportation management.

On 6 July Yury Klochkov, Deputy Director General of OJSC KAMAZ – CEO held a press conference for local and federal mass media.
In the course of the press conference, Yury Klochkov summed up the results of six working months at KAMAZ, told about the tasks the leader of the Russian truck industry sets itself for the second half-year. It was noted that the Kama auto giant was gradually recovering from the crisis and achieving the production level of 2007 – 160 trucks a day. It should be taken into account though that in 2007 this result was achieved when working in six shifts and today – only in three shifts. Moreover, Yury Klochkov promised that by the end of the year the daily production rate would have increased – up to 180 heavy-duty trucks a day.
According to CEO, current success and optimistic prospects for the future mostly depend on the further development of KAMAZ’s Production System due to which labour productivity and quality of products increase. This year is announced to be the Year of Quality at KAMAZ, and the results are already obvious: the number of reclamations decreased twice.
In conclusion, Yury Klochkov answered the journalists’ questions.
